Message To Participants And Guests Welcome to the 55th Annual New York State Political Science Association Conference. We are delighted to be able to host this year's meeting at the State University of New York at New Paltz, an institution with roots in the Hudson Valley that date back to 1828, making it the 99th oldest institution of higher education in the United States. It has also been the site of a variety of rich and informative conferences including last December's seminar by the Independent International Commission on Kosovo, which reviewed the Commission's investigation of the Kosovo conflict and examined recommendations for future peacekeeping or peacemaking operations. We have put together an exciting conference with a wide representation of fields, specializations and interests. The program includes a variety of panels and roundtables designed to present cutting-edge research and theory. We look forward to a conference that will enlighten and educate all who take part. The plenary session at this year's Conference will be a Roundtable on the Clinton Presidency. Please join us at the welcoming reception on Friday at 6:45 p.m., following the Pi Sigma Alpha address. In addition, we encourage you to attend as many panels as possible to support colleagues and students and to add your knowledge of current research and issues in the field. The Executive Council extends warm thanks to those at the State University of New York at New Paltz who have helped facilitate this conference. Our thanks to President Roger Bowen, Provost and Vice President for Academic Affairs David Lavallee, and Jerry Benjamin, Dean of Liberal Arts and Sciences, for their support of this conference. We also thank Linda Marrone, Jo Anne Venturella, and the staff of the Social Sciences and Office Services Departments at Wagner College for their efforts on behalf of the Association.
