José Alicea was born in 1928 in Ponce, Puerto Rico. Trained as a painter,he began his activity as a graphic designer in 1957 under the tutelage of Lorenzo Homar at the Taller de Gráfica of the Instituto de Cultura Puertorriqueña, becoming Homar's assistant for three years. In 1967 he was named professor of printmaking in the newly-formed Escuela de Artes Plásticas of the Instituto de Cultura Puertorriqueña, where he taught until his retirement in 2000.
