New NYS Department TSSLD Education Requirements

New New York State Department of Education Requirements for Teachers of Students with Speech & Language Disabilities (TSSLD) -- Formerly Teachers of Speech & Hearing Handicapped (TSHH)

1. The Provisional Certificate (TSHH) will not be issued after February 1, 2004. It will be replaced by the Initial Certificate (TSSLD), which will be valid for 3 years, the first year of which must be in a mentored teaching situation. To qualify for the Initial Certificate (TSSLD) individuals need to:

  • Complete a program of study leading to a baccalaureate degree, including General Education, coursework in Education, and coursework in Communication Disorders.
  • Complete a 300-hour student teaching placement (100-150 clock-hours).

2. The Permanent Certificate (TSHH) will not be issued after February 1, 2004. The Professional Certificate (TSSLD) will replace the Permanent Certificate (TSHH).

To qualify for the Professional Certificate (TSSLD), individuals need to:

  • Meet all requirements for the Initial Certificate (TSSLD).
  • Obtain a masters degree in speech-language pathology. A masters degree in a related area such as special education or audiology will no longer meet the requirements.
  • Be employed in a professional setting for 3 years.
  • Engage in continuing education.

Individuals completing either the bachelors or the masters degree prior to February 1, 2004 in a program that is not registered to meet the new requirements will be issued the Provisional Certificate (TSHH) and will be able to complete the requirements for the Permanent Certificate (TSHH) according to the current regulations.
